D&E Cam Rotating

Can anyone help on how to fix the cam into place.  Once I load the bolts and start cranking the barrels the cam rotates.

I believe the drawings show tiny screws from the underside of the housing into the cams.

I used 6x40 Allen head, trimmed to just under the thickness of the cam.  I managed to get two in for each cam from the bottom.
