Rail Front piece machining

Hi there
I have started machining the D & E gatling gun, I am working on the \" rail front piece \".
I have fiqured most of it out but the X Y corrdinates for the 1 inch and 1.313 radius don\'t make sense to me
and what tooling.  HELP any one.
